Transforming Health Systems through Results-Based Financing: Learning from Implementation and Early Evidence of Impact

Results-based financing (RBF) programs are transforming health systems around the world, and fostering a cultural change that empowers frontline staff and strengthens core health systems through a rigorous emphasis on results. Join the conversation with researchers and practitioners to share current knowledge with designing, implementing and evaluating RBF to accelerate progress on the Millennium Development Goals for women’s and children’s health.

What has been the evidence of RBF contributing to improving service coverage, quality, equity and efficiency in the health system?
The session will focus on the processes and experiences with evaluating the impact of RBF programs. New results will be presented from Argentina, India and Zimbabwe.

Learning from implementation: why and how do RBF programs work or fail?
The session will focus on the implementation of RBF programs and, specifically, how they put the science of service delivery into practice and use real-time monitoring and knowledge-gathering to continually refine and improve forward health service delivery to the poor.

This event is organized by the Health Results Innovation Trust Fund at the World Bank, in partnership with the PBF Community of Practice in Africa.

Tim Evans, Senior Director, Health, Nutrition & Population, World Bank Group

Tim Evans is Senior Director, Health, Nutrition and Population. Immediately prior to his current appointment, Dr. Evans was the Dean of the James P. Grant School of Public Health at BRAC University in Bangladesh. Dr. Evans has been active in the international health arena for over 20 years. Dr. Evans has been a leader in advancing global health equity and health systems performance throughout his career, notably through his work with the Rockefeller Foundation and the Harvard School of Public Health and with his contributions to the development of innovative partnerships, including the Global Alliance on Vaccines and Immunization, INDEPTH and Health Metrics networks, the Global Health Workforce Alliance and the World Alliance for Patient Safety.

Bruno Meessen, Health Economist, Institute of Tropical Medicine Antwerp, Belgium and co-founder, PBF CoP

Bruno Meessen is a health economist (M.A., PhD, Université Catholique de Louvain). He is based at the Health Policy and Financing Unit of the Department of Public Health, at the Institute of Tropical Medicine, Antwerp, Belgium. His main domain of expertise is health sector reform, health care financing, performance-based financing and pro-poor strategies in low- and middle-income countries. His current regions of focus are sub-Saharan Africa and South-East Asia. He is the lead facilitator of the African Performance-Based Financing Community of Practice.

Damien De Walque, Senior Economist, Development Research, World Bank Group

Damien de Walque is a Senior Economist in the Development Research Group (Human Development and Public Services Team) at the World Bank. His research interests include health and education and the interactions between them. His current work is focused on evaluating the impact of financial incentives on health and education outcomes, primarily in Burkina Faso, Lesotho, Tanzania, and other African countries.

Dinesh Nair, Senior Health Specialist, World Bank Group

Dinesh Nair is a core member of the Results-Based Financing team at the Health, Nutrition and Population Anchor. His main areas of work includes providing operational support to countries for the implementation of RBF and drawing together lessons from implementation especially building the knowledge base for RBF. As a Senior Health Specialist in the Bank Dinesh brings a wide range of experiences from working as a primary care physician in a tribal coal mining area in Central India to leading some of the Banks pioneering work in Africa.
