A next generation impact evaluation (IE) workshop entitled "Building Evidence on Results-Based Financing (RBF)" was held in Tunis, Tunisia from October 18-22, 2010, jointly led by the World Bank's Human Development Network (HDN), the Health Results Innovation Trust Fund (HRITF), the Spanish Impact Evaluation Fund (SIEF), World Bank Institute (WBI) and the African Development Bank (ADB). This workshop reunited the global community of practice conducting impact evaluations of RBF in health programs that was officially launched in December 2009 in Cape Town, South Africa. Unlike the Cape Town workshop, which was exclusively focused on designing impact evaluations, the Tunis workshop supported the project teams in the next phase of the project cycle by addressing key implementation issues that are common across all evaluations.
The objectives of the workshop were to:
1) share results, progress and operational issues regarding impact evaluation with a broad audience of similar RBF projects in health;
2) build client capacity for evidence-based policy making by enabling projects to use impact evaluations as a tool for operational decision-making;
3) build a community of practice of researchers and policymakers involved in IEs of RBF interventions.
The workshop attracted over 80 participants at different stages in the process of rigorously evaluating their programs, including 10 RBF project teams from across five of the six World Bank regions. The participants included mostly government officials at the program management level as well as World Bank TTLs, Principal Investigators and representatives from partner donor agencies and non-government institutions, notably the AfDB and OECD.
