In 2008 the Ministry of Health and Social Welfare (MOHSW) of Liberia decided that performance based contracting would be implemented to improve health sector performance and enhance critical health outcomes. Acknowledging the significance of awareness raising and stakeholder engagement, the MOHSW applied and was awarded a World Bank Seed Grant for Results-Based Financing (RBF) to conduct several workshops.

 
In May 2009, the MOHSW in collaboration with the World Bank conducted several awareness workshops. The workshops were led by Mr. Benedict Harris, Mr. Joe S. Kerkula and Mr. Ibrahim Dukuly (as members of the MOHSW Performance Based Contracting Technical Committee) together with Ms. Petra Vergeer, a World Bank consultant. These workshops were attended by County Health Teams, Non Government Organizations involved in the health sector, Local Government authorities and other relevant stakeholders.
 
Deputy Minister of Health, Honorable S. Tornolah Varpilah, appreciates that other countries may value Liberia’s experience in enhancing awareness on RBF and consensus building with stakeholders. We are therefore very pleased with the Liberia MOHSW’s permission to share the presentations, while recognizing that these documents remain the intellectual property of Liberia.
