So many of us in the global health community were shocked, saddened, and uncomprehending at the sudden, tragic death of Phil Musgrove in a devastating boating accident in Argentina. For those of you who didn’t know Phil, he was a longtime World Bank staff member. Most recently, he had been working with the Bank’s Health, Nutrition and Population Unit, making seminal contributions to the thinking about Results-Based Financing (RBF).
These few words hopefully reflect the sentiments of Phil’s many friends, and are what I would have wished to say at the memorial event at the World Bank on Monday, March 28, 2011.

Have you ever wondered what economic theory has to say about whether results-based financing (RBF) should work in the health sector? RBF describes programs that link payments or material rewards to results. It encompasses a wide range of health initiatives, and is the focus of the Bank's Health Results Innovation Trust Fund (HRITF). One of the main aims of the HRITF is to support global knowledge and learning on RBF for health.

We are delighted to launch the RBF Blog, a discussion forum for all those interested in results-based financing (RBF) for health and health care reform in developing countries. Our hope is that this forum will provide ideas, insights, and information useful to practitioners. We want it be a place where the entire community can exchange views, debate controversial issues, and work towards consensus on the many difficult problems we face, as well as share real-life experiences implementing RBF.
